New Wage Agreement Announcement in Queensland, Australia

Exciting news!

 

Agreement has finally been reached for the MOCA 7 Wage Agreement for Queensland Health’s 15,000-strong medical officer workforce, made up of junior and senior doctors, registrars and specialists working across hospitals, rural hubs, emergency departments, specialist hospital wards and ambulance services.

 

The full MOCA 7 agreement has yet to be published but we know the following will be included:

 

Like previous MOCA's , MOCA 7 outlines the next 3 years to 30th June 2028.

 

There are 3 guaranteed wage increases:

 

  • 3% from 1 July 2025
  • 2.5% from 1 July 2026
  • 2.5% from 1 July 2027.

 

In comparison , Western Australia last negotiated agreement's increases for specialists were 4.75% (9/2024) , 3.75% (9/2025), 3% (9/2026) - so 11% compared to Queensland's 8%. 

 

Further good news is in the new Queensland agreement there will be an inflation linked index rate:

 

CPI Uplift Adjustment (CUA): additional increases (up to 0.5% in year 1, up to 1% in years 2 and 3) if CPI exceeds the yearly wage increase.

 

The first pay increase will take effect from 1 July 2025 (back payment date).

 

Additionally there is an increase to the existing SMO Professional Development Allowance by 3%, at date of certification as a single uplift for the life of the agreement. So, one increase of 3%. This makes PDA more competitive to other states. 

 

For clinical managers - there is Clinical & Medical Managers' Allowances to increase in line with wage increases each year.

 

To attract primary care specialists further into rural areas there is an increase General Attraction and Retention Allowance for General Practitioners with FRACGP or FACRRM from 35% to 40% from 1 July 2026.

 

Medical Practitioners with Private Practice to receive the previous MOCA 6 Regional and Rural Attraction allowance from 1 January 2026.

 

Aside from the financials there are new clauses on workplace behaviour and workplace health and safety including commitments to respectful conduct, protection from bullying and harassment, and a focus on psychosocial hazards, fatigue, occupational violence and safe work environments.

 

There are further clarifications to rostering, Professional Development Leave and recall provisions which will be interesting to see in detail when finally published.
